Da Nang Launches Pilot Program for "Non-Territorial" Judicial Administrative Procedures
To promote judicial reform and advance the Digital Court initiative, the People's Court of Da Nang City has issued Official Dispatch No. 283/CV-TA regarding the pilot implementation of non-territorial judicial administrative procedures. This significant step aims to save time, effort, and costs for citizens and organizations when accessing legal services

1. Flexibility in Filing Petitions
Starting from March 1, 2026, individuals and organizations have the right to choose where they file their lawsuits or petitions (along with supporting documents and evidence):
- At the People's Court of Da Nang City or any of the 12 District People's Courts within the city.
- Selection can be based on the most convenient location, regardless of the court's jurisdiction over the specific administrative boundaries.
2. Flexible Submission of Case Documents
Parties involved in ongoing civil or administrative cases handled by the two-tier court system in Da Nang may submit additional documents, including:
- Supplemental evidence and materials.
- Petitions, recommendations, complaints, or requests for trial in absentia and appeals.
These documents can be submitted at any court within the Da Nang system. The receiving unit is responsible for transferring the documents to the competent court currently handling the case.
3. Scope and Timeline
- Scope: Applied across the People's Court of Da Nang City and all 12 District People's Courts.
- Timeline: Commencing from March 1, 2026, until the completion of the Digital Transformation Project and the full operation of the Digital Court.
4. Conclusion
