How can foreign investors residing in Vietnam contribute capital?

Question: A foreign investor residing in Vietnam has a Vietnamese Dong (VND) payment account opened at a commercial bank and wishes to contribute capital to a domestic company. May I ask whether the foreign investor is permitted to transfer money directly from their VND payment account into the company's VND investment capital account to carry out the capital contribution? In the event that this form is not permitted, what payment method should be used for the capital contribution to ensure compliance with regulations on investment and foreign exchange management?

Answer:

The State Bank of Vietnam responds to this issue as follows: Under current foreign exchange management regulations, a foreign investor who is a resident is entitled to use funds in their Vietnamese Dong payment account opened at a permitted bank in Vietnam to make capital contributions into a domestic company pursuant to Clause 3, Article 4 of Circular No. 06/2019/TT-NHNN guiding foreign exchange management for foreign direct investment activities in Vietnam, and Clause 2, Article 1 of Circular No. 03/2025/TT-NHNN on opening and using Vietnamese Dong accounts for foreign indirect investment activities in Vietnam.
