Priority Activities for the Vietnam International Financial Centre in Vietnam (IFC)

In the context of the global economy shifting strongly towards digitalization and sustainable development, the establishment and operation of the Vietnam International Financial Centre (IFC) is considered a strategic step to elevate Vietnam's position on the global financial map. Going beyond traditional banking activities, the IFC opens a "specific mechanism" with an open legal framework for pioneering sectors. Pursuant to Decree No. 323/2025/ND-CP dated December 18, 2025, of the Government, the list of priority sectors and industries for development at the International Financial Centre has been specifically detailed. From developing digital financial infrastructure and Carbon Credit markets (ESG) to breakthrough Fintech models such as Blockchain or Web 3.0, all are clearly defined to facilitate investors. The following article provides detailed information on the 06 key pillars permitted for operation and development at the International Financial Centre.

1. Development of IFC Infrastructure

a) Construction and business of the International Financial Centre infrastructure;

b) Development of digital infrastructure, digital assets, financial logistics infrastructure, and cross-border payment/transaction connectivity;

c) Development of financial technology systems;

d) Construction and operation of central securities depository, clearing, and settlement systems for multi-assets.

2. Green Finance, ESG (Environmental, Social, and Governance)

a) Market organization, market support services, trading of green debt and capital instruments, ESG, and green financial products;

b) Market organization, market support services, trading of green evaluation products, ESG, and sustainability indices;

c) Provision of infrastructure, registration, depository, clearing, and settlement; organization of domestic and international carbon credit trading markets;

d) Insurance and reinsurance business for natural disaster risks and climate change;

e) Financial services supporting tourism, sustainable services, and green tourism infrastructure funds;

f) Green credit rating services, ESG, and sustainability indices.

3. Commodities Market, Derivatives, and International Trade Finance

a) Market organization, market support services, trading of services, supply chain finance solutions, trade finance, and ESG;

b) Corporate financial products business including trade finance, structured commodities, and commodity derivatives;

c) Insurance, reinsurance, international commercial insurance brokerage, transport insurance, and marine finance;

d) Piloting a sandbox for blockchain-applied trade finance products;

e) Credit granting including export/import loans, bank guarantees, letters of credit (L/C), factoring, discounting, and accompanying services;

f) Trading of international financial derivatives, including stock and index derivatives;

g) Banking services in accordance with regulations applicable at the International Financial Centre.

4. Financial Technology (Fintech) and Innovation

a) Provision of infrastructure, trading of products, digital asset services, and Decentralized Finance (DeFi);

b) Provision of securities trading infrastructure for SMEs and innovative startups;

c) RegTech (Regulatory Technology) solutions business, including: Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT); Know Your Customer/Business (KYC/KYB); data management; personal data protection; cybersecurity; and fraud management;

d) Business of infrastructure, platforms, services, and products related to capital markets and fund management, including crowdfunding, personal finance, wealth management technology, robo-advisory, and alternative trading platforms;

e) Research on new financial products: Asset Tokenization, Stablecoins;

f) Development and provision of capital funding platforms, including supply chain finance, receivables finance, and inventory-based finance;

g) Development of corporate funding activities by non-deposit taking lenders, including factoring companies, finance companies, and financial leasing companies;

h) Provision of infrastructure, platforms, and digital banking services, including: money transfer, payments, integrated payments, digital lending, and Buy Now Pay Later (BNPL);

i) Provision of infrastructure, platforms, services, and digital insurance products (InsurTech), including open insurance technology, embedded insurance, insurance cycle innovation, and cyber security insurance; k) Development of incubators, innovation centers, R&D centers; climate technology, green technology, Web 3.0, quantum technology, and other innovative technologies; l) Investment and construction of digital technology industrial infrastructure.

5. Investment Funds and Asset Management Services

a) Fund management services, fund administration, fund certificates, and collective investment schemes;

b) Family Office business, brokerage services, and asset management for individuals and organizations;

c) Digital technology funds, green funds, ESG funds, and green tourism infrastructure investment funds;

d) Venture Capital (VC) funds, Private Equity (PE) funds, and Hedge Funds;

e) Cross-border fund depository and administration services.

6. Professional Support Services and Other Sectors

a) Business of services supporting corporate compliance, including: AML/CFT, customer and business verification, data analysis and management, personal data protection, cybersecurity, and fraud management;

b) Credit rating services, asset valuation services, corporate information disclosure, accounting & auditing services, appraisal, and assurance;

c) Risk advisory services, market research, international portfolio management; transnational Mergers and Acquisitions (M&A) advisory;

d) Legal services, international arbitration, and resolution of financial/international trade disputes, tax services, financial consulting according to international standards, and operational support services for financial institutions;

e) Investment in financial training infrastructure, financial technology, and international examination and certification centers;

f) Services related to compliance with laws on financial crimes such as: Anti-Money Laundering (AML) measures and Countering the Financing of Terrorism (CFT); recommendations of the Financial Action Task Force (FATF); and other relevant compliance activities.
