Question 1: What are Digital Identity and a Foreigner's Identification Number?
Answer:
According to Clause 1, Article 3 of Decree 69/2024/ND-CP dated June 25, 2024, regulating digital identification and authentication ("Decree 69"), "Digital identity is information of an agency, organization, or individual within the electronic identification and authentication system that allows unique identification of that individual, agency, or organization in the electronic environment." Simply put, Digital Identity is like your "digital ID card" in the online world. It's a collection of information within the electronic identification and authentication system, enabling unique identification of an entity online.
For foreigners, a crucial component of digital identity is the Foreigner's Identification Number. This is a unique natural number sequence established by the electronic identification and authentication system to manage your specific digital identity.
A foreigner's digital identity includes detailed information such as:
- Foreigner's Identification Number
- Full name (surname, middle name, and given name)
- Date of birth
- Gender
- Nationality
- Passport or international travel document information (number, symbol, date of issue, place of issue)
- Facial photo
- Fingerprints
According to Decree 69, digital identification is the activity of registering, verifying, creating, and linking digital identity with the digital identity subject.
Question 2: Can I register for an e-identification account in Vietnam, and what are the conditions?
Answer:
Yes, if you are a foreigner living and working in Vietnam, you can absolutely register for an e-identification account.
As stipulated in Clause 2, Article 7 of Decree 69, "Foreigners aged 06 years or older who have been issued a permanent residence card or temporary residence card in Vietnam may be granted a Level 1 or Level 2 e-identification account upon request. Foreigners under 06 years old who have been issued a permanent residence card or temporary residence card in Vietnam may be granted a Level 1 e-identification account upon request."
Therefore, if you are a foreigner aged 06 years or older and have been issued a permanent residence card or temporary residence card in Vietnam, you can register for either a Level 1 or Level 2 e-identification account, depending on your needs.
Question 3: What is the process for registering a Level 1 e-identification account?
Answer:
As per Article 11 of Decree 69, the procedure for granting a Level 1 e-identification account to foreigners is as follows:
A Level 1 e-identification account is the basic level, allowing you to access certain online public services. The registration process is straightforward, and you can complete it online via an application:
1. Download and Install the National E-Identification Application (VNeID): Search for "VNeID" on the App Store (for iOS) or Google Play Store (for Android) and install the application on your mobile device.
2. Enter Basic Personal Information: Open the VNeID application. You'll be prompted to enter your passport number or international travel document number. You also need to provide your email address or a mobile phone number that you have officially registered in your name (if available).
3. Declare Information and Capture Facial Photo: Continue to declare other information as guided in the application. Then, use the facial photo capture function via your device as required.
4. Submit Request: Once completed, submit your request for a digital identity account to the digital identity and authentication management agency through the VNeID application.
5. Receive Result Notification: The digital identity and authentication management agency will send the account registration result notification via the VNeID application, your registered mobile phone number, or your email address.
Processing Time: This process typically takes no more than 01 working day.
Note for individuals under 14 years old: For foreigners under 14 years old, the guardian or legal representative will complete the declaration and registration for a Level 1 account through the VNeID application, using their own registered mobile phone number and Level 2 e-identification account.
Question 4: What do I need to do to register for a Level 2 e-identification account?
Answer:
According to Clause 2, Article 11 of Decree 69, the procedure for granting a Level 2 e-identification account is as follows:
A Level 2 e-identification account provides a higher level of authentication and allows you to integrate more personal information into the VNeID application for use in various important transactions. To register, you need to visit a competent authority in person:
1. Visit an Immigration Management Agency: You need to go directly to an immigration management agency under the Ministry of Public Security or a provincial-level Public Security agency.
2. Present Documents and Fill Out the Form: Upon arrival, present your passport or international travel document. You will also be guided to accurately and completely fill out the Application Form for E-Identification Account (Form TK01 – this form will be provided at the agency). Clearly provide your registered mobile phone number, email address (if available), and any other information you wish to integrate into the VNeID application to the receiving officer.
3. Biometric Information Collection: The receiving officer will input the information you provide into the system. Simultaneously, they will collect your facial photo and fingerprints to authenticate against the National Database on Immigration.
4. Submit Request and Receive Result: The immigration management agency will send your e-identification account request to the competent management agency. Afterwards, you will receive a notification of the account registration result via the VNeID application, your registered mobile phone number, or your email address.
Processing Time:
- No more than 03 working days if your facial photo and fingerprint information is already available in the National Database on Immigration.
- No more than 07 working days if your facial photo and fingerprint information is not yet available in the National Database on Immigration.
Note for individuals under 14 years old: For foreigners under 14 years old, the guardian or legal representative must accompany them to the immigration management agency to complete the Level 2 account registration. The guardian/legal representative will use their own registered mobile phone number to declare and register for the account.
