Circular No. 70/2026/TT-BCA amending and supplementing a number of articles of Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Minister of Public Security providing forms of papers components related to the entry, exit and residence of foreigners in Vietnam (amended and supplemented by Circular No. 57/2020/TT-BCA dated June 10, 2020 and Circular No. 22/2023/TT-BCA dated June 30, 2023) and Circular No. 31/2015/TT-BCA dated July 6, 2015 of the Minister of Public Security guiding a number of contents on issuance of visas, temporary residence cards, entry and exit permits, and settlement of permanent residence for foreigners in Vietnam (amended and supplemented by Circular No. 65/2022/TT-BCA dated December 30, 2022 and Circular No. 06/2025/TT-BCA dated January 16, 2025).

On May 25, 2026, the Ministry of Public Security issued Circular No. 70/2026/TT-BCA amending and supplementing a number of articles of Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Minister of Public Security providing forms of papers components related to the entry, exit and residence of foreigners in Vietnam (amended and supplemented by Circular No. 57/2020/TT-BCA dated June 10, 2020 and Circular No. 22/2023/TT-BCA dated June 30, 2023) and Circular No. 31/2015/TT-BCA dated July 6, 2015 of the Minister of Public Security guiding a number of contents on issuance of visas, temporary residence cards, entry and exit permits, and settlement of permanent residence for foreigners in Vietnam (amended and supplemented by Circular No. 65/2022/TT-BCA dated December 30, 2022 and Circular No. 06/2025/TT-BCA dated January 16, 2025).
The Circular consists of 3 chapters and 09 articles, taking effect from July 1, 2026.
