Da Nang Free Trade Zone: A Detailed Look at its 7 Locations and Strategic Plan

On June 13, 2025, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1142/QD-TTg, officially establishing the Da Nang Free Trade Zone. Spanning 1,881 hectares across 7 strategic locations, this groundbreaking initiative aims to transform Da Nang into a new growth pole for Central Vietnam and the entire country. The Da Nang Free Trade Zone is planned to feature key functional areas, including manufacturing, logistics, commercial-services, and a hub for digital technology and innovation, as outlined in Decision No. 1142/QD-TTg.

I. The 7 Designated Locations of the Da Nang Free Trade Zone

The Free Trade Zone is strategically situated across 7 non-contiguous locations:

  • Location 1 (100 ha): Hoa Hiep Bac Ward, Lien Chieu District, near the Hai Van Pass and Lien Chieu Seaport.

  • Location 2 (77 ha): Hoa Hiep Bac Ward, Lien Chieu District, adjacent to the Lang Van tourism project and Lien Chieu Industrial Park.

  • Location 3 (500 ha): Hoa Hiep Bac Ward (Lien Chieu District) and Hoa Lien Commune (Hoa Vang District).

  • Location 4 (559 ha): Hoa Ninh Commune, Hoa Vang District, near the western beltway route.

  • Location 5 (90 ha): Hoa Ninh Commune, Hoa Vang District, in the Suoi Mo and Suoi Lanh area.

  • Location 6 (154 ha): Hoa Nhon and Hoa Ninh Communes, Hoa Vang District.

  • Location 7 (401 ha): Hoa Nhon and Hoa Phu Communes, Hoa Vang District, near the Ba Na Hills Golf Club.

II. Strategic Development Objectives

The primary goal is to develop the Da Nang Free Trade Zone into a regional economic powerhouse, built on a foundation of modern infrastructure and high-quality services.

  • Global Supply Chain Hub: To become a critical link in the Asia-Pacific supply chain network.

  • International Transshipment Center: To connect seamlessly with Lien Chieu Seaport, Da Nang International Airport, and the East-West Economic Corridor.

  • New Economic Driver: To strongly promote high-tech industries, innovation, and digital transformation.

  • Modern Ecosystem: To develop in conjunction with the International Financial Center, creating a highly competitive business environment.

III. Development Orientations for Functional Zones

1. Manufacturing & Logistics Zone

Focus on developing high-tech manufacturing, green industries, renewable energy, and multi-modal logistics services leveraging digital technology.

2. Commercial & Services Zone

Establish an international-standard commercial space featuring duty-free retail, tourism, resorts, and comprehensive support services.

3. Digital Technology & Innovation Zone

Serve as a convergence point for enterprises in Artificial Intelligence (AI), semiconductors, Big Data, and blockchain, while fostering a vibrant ecosystem for startups and Fintech.

The operations and policy mechanisms of the Da Nang Free Trade Zone will be governed by Resolution No. 136/2024/QH15 issued by the National Assembly. The Da Nang City People's Committee will lead the development of detailed plans, infrastructure investment, and the selection of strategic investors.
