Consular Certification and Legalization in Vietnam

1. What are Consular Certification and Legalization?

- Consular Certification: This verifies the authenticity of Vietnamese documents for use abroad. Vietnamese authorities confirm the legitimacy of stamps, signatures, and titles on the documents.

- Consular Legalization: This validates foreign documents for use in Vietnam. Vietnamese authorities check the stamps, signatures, and titles on these documents.

Important Note: Consular certification and legalization only confirm the authenticity of the documents, not their content.

2. Who Can Apply?

Any individual, agency, or organization can apply to have their documents certified or legalized. You can submit your application directly to the competent authorities or through an authorized agent.

3. Where to Apply

- In Vietnam: The Ministry of Foreign Affairs handles consular certification and legalization. They may authorize provincial foreign affairs agencies to receive applications.

- Abroad: Vietnamese embassies, consulates, or authorized agencies handle these procedures.

4. Languages Used

Vietnamese and English are the official languages for these procedures. Overseas, the official language of the host country may be used instead of English.

5. Documents You Can't Certify or Legalize

- Documents with alterations or erasures that haven't been properly corrected

- Documents with conflicting information

- Forged or illegally issued documents

- Documents with copied signatures or stamps

- Documents that harm Vietnam's national interests

6. Application Requirements

- Original identification document (ID card, passport, or equivalent)

- Copy of your identification document (no authentication needed)

- Documents for certification/legalization (if there are multiple pages, they must be secured to prevent tampering)

- Translations of the documents (you're responsible for their accuracy)

- If applying by mail, include a self-addressed envelope

Special Note on Translations: You don't need to provide Vietnamese or English translations if your documents are in Russian, French, Spanish, Chinese, or German and you're applying at the respective Vietnamese embassy or consulate in those countries. This also applies to other languages if the officials at the Vietnamese embassy or consulate can understand them.

7. Processing Time

Officially, it takes one working day to process a complete application. Larger applications (10 or more documents) might take up to 5 working days.

8. Why It Might Take Longer

- Only two agencies in Vietnam handle these procedures, leading to potential backlogs.

- Applications from other provinces often rely on mail, which can cause delays.

- Incomplete applications require more time to process.
